USB3.0 have many versions depends of many things
controler manufacture 3.0 vs 3.1 gen1. and 3.1 gen2
in early months when i buy i7-7700K + MSI Z270 M7 MBO +Win10 got problem with USB 3.1 Gen1(Intel) with driwers from MS after few months comes with update they start working in full speed. before the work worse than USB 2.0
USB 3.1. Gen2 from AS Media working all the time in full speed
low quality USB cable or it`s damage
try to find solution or try on another hardware
