PAE is automatically disabled when DEP (Data Execution Prevention) is disabled, so you must force PAE when DEP is disabled by running BCDedit again:
BCDedit /set nx AlwaysOff
BCDedit /set pae ForceEnable
You can disable DEP by typing BCDedit /set nx AlwaysOn
